Is my 3.8-pound adult cat really just a "mini-kitty" like my vet says?

I have an adorable 3-year-old cat named Abner Puddingsworth that I love very much. He is very small, and I'm curious about it.

I weighed him on a digital food scale and he is exactly 3 pounds, 13 ounces. He is NOT emaciated whatsoever though. He seems to have a similar body fat percentage as my other normal-sized 12-pound cat. He's just really tiny, both height-wise and length-wise.

I asked my vet why he never grew to be normal size (by the way, his mom was normal-sized). She said he's just a "mini-kitty" and not to worry about it. I don't know what to think about that.
